NOTE: The Department of Homeland Security offers conditional dual permissions for individuals who wish to remain within these divisions. You must also have dual permissions to be in the Secret Service and Homeland Security.

No; SRT, OIA and FLETA are considered only as auxillary units (or branches) of Homeland Security. Meaning, one does not need dual permissions for units such as the 75th Ranger Regiment or the Marine Raider Regiment.

Is the Office of Intelligence & Analysis affected by further cross-agency restrictions?
Yes, those employed within the Office of Intelligence & Analysis (OIA) cannot hold any positions within the Central Intelligence Agency.
Those within the Executive Office or holding a position as a Military/Government Official are also restricted from joining any agency within the intelligence community.

No; individuals are encouraged to report anything they deem suspicious or that they suspect is malpractice. The only instance that could result in punishment is where an individual opens a ticket with the sole purpose to troll the agents handling them or to attempt to frame/frabricate a claim.
